On October 13, 1909, Governor Albert Waller Gilchrist and Secretary of State Henry Clay Crawford sign the charter creating the Winter Haven Citrus Growers Association, per the request of Charles Pugsley, Lester Windsor and T. J. Boyd. The organization's by-laws are adopted on November 20 of that same year.
